It includes functional and operational requirements for the position and time data to support ITS Applications. In addition, it includes the definition of syntax and semantics of messages exchanged between ITS-Stations (ITS-Ss) to augment the position and time accuracy. Finally, it specifies the facilities layer protocol in support of such message exchanges.
