The paper reviews the physical, historical and legal background that has createdthe present water pollution control regime in three different but linkedjurisdictions - Hong Kong, the United Kingdom, and the European Union. The policydrivers are similar. An early concern with gross nuisances was succeeded as theprincipal driver by a desire to protect public health against obvious threats,then concern for environmental protection generally, and finally by a demand forsustainability. The relevant institutions (laws and administrative structures)are outlined. Future trends include a technological trend towards tighter controlof more specific pollutants, and an administrative trend, towards moreresponsive and effective organizations. Scientists and engineers need to be moreeffectively engaged with the political processes of both trends. Includes 18 references.
