This article presents the approach taken in Spokane County, Washington, to implement a comprehensive protection and management program to protect the Spokane-Rathdrum Aquifer, which was designated a sole source aquifer in 1978 by the US Environmental Protection Agency. The development of a water quality management program, comprehensive land use plan, comprehensive wastewater management plan, and coordinated water system plan is described and planning activities for stormwater, spill control, and solid and hazardous waste disposal are related. Among the most important measures implemented, was the creation of local utility districts in outlying areas of the county for the collection and treatment of wastewater in cooperation with the city of Spokane to mitigate the detrimental effects of septic tanks placed above the aquifer. To implement wastewater management measures and establish the administrative framework for the utility districts, the county is developing the following ordinances: rate ordinance for property charges and monthly user charges; design-construction ordinance with requirements for double plumbing and dry sewers; and a management ordinance addressing wastewater disposal requirements for residential, commercial, and industrial activities.
