The Alameda County Water District operates a 28 mgd surface water treatment facility in Fremont, California. This plant has been in operation since September 1993. This paper describes a comparison of two filter media for biological filtration: granular activated carbon (GAC) and anthracite. The study had two primary objectives: comparing the performance of a GAC replacement for the existing anthracite media with respect to water quality, operations, and costs; exploring the implications of this comparison for decision-making.
