Analysis of weekly water use in Los Angeles and San Diego, California, indicates that drought response programs in both cities achieved 22-25 percent reductions in 1991, despite differences in their respective approaches to conservation. Most of the reductions were achieved during the summer of 1991, but water use even during a late fall wet period continued to be significantly below levels that would have been expected without conservation. It is suggested that more attention be given to actual levels of compliance with water use restrictions than to nominal differences of voluntary versus mandatory conservation.
