Scope and objective

This SE provides guidance on DNV’s verification service for assessing the condition of safety barriers for inservice assets, especially for operators where there is limited regulatory or corporate guidelines on safety barrier management.

Guidance note: It should be noted that the emphasis of this document is from a technical barrier perspective (i.e. SECE’s). However, it is important to highlight that some operators or regulatory regimes may also require operational barriers to be verified (e.g. safety and environmentally critical tasks and procedures).

It aims to outline practices for in-service verification of an asset’s defined safety barriers, assessing the effectiveness of risk management efforts and verifying PR’s of safety and environmentally critical equipment.

This SE is primarily intended for offshore assets (fixed and mobile) used for the purpose of oil and gas exploration and production. It can equally be applied to onshore assets.

An asset’s original design should also be verified before they are commissioned, but the process for such is not the subject of this SE. Reference may be made instead to DNV-SE-0474 Risk based verification.
