This paper addresses the issues to consider in developing a migration plant for all of a water utility's computer systems. This migration plan may be called by several different names. Some choose to call it a Master Plan, some will name it a Strategic Plan, and others may refer to it by another name not as recognizable. By whatever name, the migration plant describes a strategy to take the utility from today's situation to where they want and need to be, using the latest and most suitable devices and computer technology to get there. This paper assumes that the water utility already accepts the importance of computer technology in their operation, and has decided to procure computer based systems along with their other capital expenditures. It takes a well thought out plan to acquire these systems, so that eventual resulting equipment, networks, and software systems achieve the results desired. Water utilities need a way to successfully migrate through the evolution of their computer systems.
