This slide presentation outlines an integrated approach to construction and startup of the 96 mgd Lakeview Water Treatment Plant (WTP) for the Region of Peel, Ontario, Canada. The scope of work is outlined as follows: regulator-mandated upgrades in the existing conventional plant; new 25 ML (6.6-mg) finished water reservoir; added 760 ML/d and 550 ML/d (200-mgd and 145- mgd) of high and low lift pumping capacity, respectively; new 363 ML/d (96-mgd) treatment process with ozone, biologically active carbon contactors, ultrafiltration, and chlorine; and, cost for full scope US$1.33/gpd (treatment alone US$0.85/gpd), including engineering and contingencies. Project challenges and solutions are divided into two categories, Technology and Project Delivery. Issues concerning Technical challenges included: breaking new ground with treatment process; hydraulic and supervisory control and data acquisition (SCADA) integration of existing plant and expansion; dealing with process water during commissioning without going to distribution; not feasible to provide temporary facilities to treat, store or recycle of 363 ML/d process flow; and, membrane maintenance takes time and effort. Issues concerning delivery challenges included: pre-purchased equipment vs. pre-selection; and, administration of multiple contracts by owner and consultant within schedule and overall site.
