Main changes coming into force 1 January 2013

• Sec.11 Fire Safety Requirements for FRP Naval Vessels

— Change of reference in E208.

• Sec.13 Radiation Hazards

— In this proposal the ICNIRP (International Commission on Non-Ionising Radiation Protection) guidelines have been adopted.

— The limit values shown in the current rules in tables D1, D2, D3 and D4 have been amended according to the basic restrictions and reference levels stated in the ICNIRP guidelines. These limit values are more stringent than previous used values taken from STANAG 2345.

— Basic restrictions are given in terms of measurable field components i.e. reference levels as a convenient correlation to the specific absorption rate (SAR). Compliance with the “reference levels” will ensure compliance with the relevant “basic restrictions”. As the ICNIRP guideline does not use the same expressions for the parameters as in former standard, the definitions given in sub section B have been corrected accordingly. It has been required to allocate different limit values to “general public” and “occupational personnel”. General public (typically passengers) includes individuals of all ages and varying health status, and may include particularly susceptible groups or individuals being unaware of their exposure to EMF. Occupational personnel include adults (typically crew members) who are generally exposed under known conditions and are trained to be aware of potential risks and to take appropriate precautions.

— In the situations of simultaneous exposure to fields of different frequencies, these exposures are to be added. A method for adding up exposures and to evaluate these has been included.

— To provide protection of personnel exposed to laser radiations a new requirement has been given.

Corrections and Clarifications

In addition to the above stated rule requirements, a number of corrections and clarifications have been made in the existing rule text.
