The Southern Nevada Water System (SNWS) provides 80% of the drinking water for the Las Vegas Valley and Boulder City, Nevada. The system takes Colorado River water from Lake Mead, processes it through the Alfred Merritt Smith Water Treatment Facility (AMSWTF) and delivers it through the Robert B. Griffith Water Project. As a result of the anticipated lowering of federal and state maximum contaminant levels (MCLs) for trihalomethanes (THMs), the staff of SNWS began in November of 1988 to conduct research into the feasibility of various THM reduction strategies for possible future implementation at the AMSWTF. In order to accomplish this research, a pilot treatment plant, MODEL (Model Oxidation Disinfection Experimental Laboratory) was conceived, and a MODEL Project Steering Committee was created.
