In conclusion, the study demonstrated the simple "add-on," i.e. bag filter, can be installed but existing pretreatment may limit the filter run times resulting in increased operational costs. Careful design of the water supply from water intake to point of distribution must be done to assure the system will meet the requirements of the SWTR. The designer must have knowledge of the filtration technology. The SWTR is going to have an economic and operational impact on the small surface water treatment plants in Minnesota regardless of the filtration option selected. Monitoring records will have to be kept and reported to the regulatory authority. Compliance with the SWTR is a package whereby appropriate filtration and disinfection are required. Small surface water supply operators in Minnesota will have to devote more time to monitoring the performance of the water treatment plant. Education of the water supply operator is going to be necessary to keep the water supply operating properly. Regulatory authorities will be required to devote more time to these small water supplies. Installed with proper disinfection, the bag/cartridge filter is found to be an effective, simple, economical, and low maintenance filtration system. In Minnesota, bag and filter technology can be used without further demonstration or pilot.
