This article describes how the Philadelphia Water Department, motivated by heightened concern about Cryptosporidium, changes in regulatory requirements under the Safe Drinking Water Act, and by voluntary particiption in the Partnership for Safe Water program, made substantial efforts to achieve a voluntary 0.1-ntu turbidity goal. It is intended to serve as a check on the practical applications of turbidity monitoring, focusing on three areas: analytical reliability; data management; and, appropriate use of data.
