Much of the guidance issued to the water community on chlorine security has been limited to consideration of chlorine within its immediate control, i.e., chlorine already on site or chlorine as it is being delivered to the utility gate. However, a much more significant risk represented by chlorine is its diversion en route. Although it is true that the vendor has primary responsibility for the chemical's security during transport, the author argues that it is particularly incumbent on the water sector to proactively enhance chlorine security, given that more than 90% of the deliveries of chlorine gas are made to water and wastewater facilities. The article proposes two measures representing minimal cost and effort that the water community could adopt to reduce chlorine vulnerability during transport. First, require chlorine vendors to demonstrate implementation of The Chlorine Institute's security management plan. Second, schedule specific delivery times with the chlorine supplier that if missed, would trigger notification of law enforcement authorities. Includes 15 references.
