The California Regional Water Quality Control Board-Los Angeles Region (RWQCB) is the permitting agency for projects involving the use of recycled water for groundwater recharge. The RWQCB issues a Waste Discharge Requirements (WDRs) permit to assure that such recharge projects do not adversely affect groundwater resources. In addition, the California Department of Health Services (DHS) has proposed regulations that address issues related to protection of public health (DHS, May 1992). The proposed DHS regulations require the preparation of an Engineering Report for submittal to the RWQCB along with the permit application for WDRs. As part of the Engineering Report prepared for the West Basin Water Recycling Project, a groundwater flow and solute transport model of the West Coast Basin was developed to demonstrate compliance with the DHS and RWQCB requirements.
