This regulation applies to the Active Army, the Army National Guard of the United States (ARNGUS), and the U.S. Army Reserve (USAR). During mobilization, the proponent may modify chapters and policies contained in this regulation.

This regulation prescribes the mission and principal functions of the U.S. Army Logistics Integration Agency (USALIA) located in Alexandria, VA 22333-0001 and New Cumberland, PA 17070-5007. This regulation establishes command and staff relationships; Planning, Programming, Budgeting, and Execution System (PPBES) responsibilities; channels of communications; and the principal missions of the USALIA.
