United Water New York (formerly known as the Spring Valley Water Company) is an investor-owned water utility serving just over 60,000 customers in Rockland County, NY. The Company's current water supply (derived from both well and service supplies) is adequate. However, the need for new peak supply capacity is projected soon after the turn of the century. The cost of building an additional treatment facility and a new reservoir led the Company to investigate other means to augment the water supply. Accordingly, the Company initiated a study to determine what role water conservation could play in future water resource management planning, and specifically, whether a conservation program could postpone the need for the costly water supply project. This paper discusses the initial survey and the water conservation program that was subsequently implemented. included residential retrofit, implementation of an evapotranspiration (ET) based lawn watering guide, citizen and commercial industrial governmental advisory groups, automatic meter reading monitoring, and customer education and public relations campaigns. The program was carefully monitored and the results and an analysis are provided.
