INTRODUCTION AND SCOPE

This guide has been prepared by BRE in partnership with the East of England Development Agency (EEDA). BRE has been investigating the possibility of developing the site of its headquarters in Watford and it became apparent that although there is quite a lot of good guidance available for urban regeneration masterplanning, there is little specific guidance for clients contemplating development of the land that they already occupy.

The original intention was that BRE would record what it had learned through the process of doing its own masterplan. However, one early lesson was that masterplanning takes time and it seemed better to capture the experience gained through supporting its clients on other sites and use this to inform the BRE masterplanning team.

This guide considers the masterplanning process to the stage of preparing a developer's brief and includes discussion on:

  • creating the vision,
  • selecting a team,
  • appraising the options,
  • analysing needs and demands,
  • analysing the site,
  • consulting the stakeholder(s), and
  • defining the scope of environmental impact assessments (EIAs).

It does not deal in detail with the application for planning consent and drafting the planner's brief, although the guide could be extended to include these aspects in the future.
