PURPOSE

The provisions within this GEN-SUR SPR aim at providing a top-down approach for the derivation of surveillance system requirements. The document is therefore deemed to facilitate the common understanding of the operation of the ATC surveillance service within a local environment and of the recognition of specifics with regard to the local procedures and system architecture. This is deemed to support the discussion of an air navigation service provider (ANSP), wishing to implement or perform an update of their ATC surveillance system using any mix of the available surveillance technologies, with their national supervisory authority (NSA) to agree on the approach of specifying (and monitoring) the required safety and performance levels within that environment.

In particular, the purpose of the document is to provide advice and guidance to ANSPs, as well as NSAs, in demonstrating conformance with a set of safety and performance requirements. The frequency and nature of the conformity demonstration activities need to be accepted by the NSA.

At the same time, the GEN-SUR approach and the set of performance and safety requirements contained in this document, form an input to the development of performance based surveillance specifications, such as ESASSP [9], and to the ‘Performance Based Surveillance Sub-group’ of the ICAO Aeronautical Surveillance Panel.

Further, the GEN-SUR SPR may support future updates of the aircraft surveillance system certification related EASA CS-ACNS [5] material, e.g. with respect to the system continuity requirement.
