A 24-building field investigation reveals that for 14 code-mandated HVAC and lighting control measures, only 50% of the cases were configured for full energy code compliance. The good news is that controls have a much higher level of capability as installed, so follow-up commissioning could achieve most of the expected savings. The research reveals what is lacking in controls implementation, shows which measures are more likely to fail compliance, and estimates the lost energy savings due to lack of full compliance. This research will go into detail about what the barriers to proper implementation are for each control measure.
