This Defence Standard specifies the standards for the power, water, waste and fuel infrastructure in an operational base, that enable improved operational effectiveness and reduced integration risk and cost of ownership.

Figure 2 below shows the documentation hierarchy of Def Stan 23-013, including how each of the individual parts are related to one another.

Def Stan 23-013 Part 0 covers the overall approach, processes and principals to be implemented by base equipment and systems throughout the acquisition cycle. It should be read at all times when looking to implement Def Stan 23-013.

Def Stan 23-013 Part 1 covers enablers for facilities management and health and usage monitoring systems (HUMS). This includes the network constraints and information requirements necessary to interface individual utilities with higher level facilities management, as well as GBA Data Model compliance. It should be specifically noted at this time that the network described in Part 1 is only to support Facilities Management and not the wider data infrastructure needs of, for example, Command, Control, Communications and Intelligence (C4I) or Information, Communication and Technology (ICT) equipment that are in use within bases.

Def Stan 23-013 Parts 2-5 cover the individual utilities (Power, Water, Fuel & Waste) themselves and include utilities’ specific requirements such as physical interfaces, minimum data parameters needed for stand-alone operation and basic management.
