The Lavaca-Navidad River Authority is contemplating the construction of adesalting plant to produce drinking quality water for water short planning areas.The recent technological advances in desalination coupled with ongoing powerderegulation of the electric power generating industry, combine to provide a"window" during which the feasibility of desalination opportunities may beinvestigated. The technology to remove dissolved salts from bay water iscurrently available and used in many locations throughout the world. Thetechnology is effective, reliable and capable of providing large quantities offreshwater from seawater and brackish water sources. The deterrent to widerusage has been cost. However, recent advances in the removal of dissolved saltshave resulted in drastic reduction in the cost of water from such water treatmentprocesses. This is true particularly at favorable locations. The purpose of thiswork was to determine the most cost effective, environmentally responsibleprocess for desalting seawater to provide a drought-proof water supply for usersin San Antonio and/or Corpus Christi, Texas. The alternate under study involvesthe co-siting of a desalination plant with Central Power & Light's (CP&L) JoslinPower Station in Point Comfort, Texas. This report presents the preliminarytechnical and economical results of the construction of a 50,000- acre-feet peryear (af/y) to 100,000 af/y desalting facility for the Lavaca-Navidad RiverAuthority. The plant would be located at the Central Power and Light (CP&L)Joslin Power Station in Point Comfort, Texas. The intent of locating thedesalination plant at this site is to determine if a dual-purpose facility wouldoffer an economic benefit. Includes tables, figures.
