This paper describes how the Regional Municipality of York (York Region), located just north of Toronto in Ontario, Canada, incorporated demand side management (DSM) into its long-term water supply strategy. In 1995, the York Region initiated the long-term water project with the goal of establishing a sustainable supply of water through the year 2021. The strategic plan used a combination of supply side and demand side alternatives to ensure a sustainable supply of potable water to accommodate the substantial system growth. The York Region completed a review of available DSM measures and identified four particular measures that they selected to implement region-wide that included: Residential and ICI Toilet and Showerhead Retrofit Program; ICI Water Audit Program; Public & School Education Programs; and, Leakage Reduction Program. This paper focuses on the Leakage Reduction Program and provides details of one particular component dealing with flow modulated pressure management. Includes figures.
