The Presidio of Monterey Defense Language Institute, located in Monterey, California obtains its water from the Carmel River via the California-American Water Company under the jurisdiction of the Monterey Peninsula Water Management District. The Monterey Peninsula experiences periodic droughts that result in water shortages. In addition, the State Water Resources Control Board ordered a reduction in water pumpage from the Carmel River, thus creating a water shortage by legal action. As a result, the District maintains strict guidelines on water allocations and the issuance of water permits. The Presidio of Monterey implemented a series of water efficiency actions in order to reduce water demand and obtain water permits for remodeled facilities and new construction. One action was to replace 173 urinals with waterless urinals in classrooms, offices and other institutional facilities. This action is estimated to save 2.98 million gallons per year. Another action was to replace dining facility waste-disposal systems with state-of-the-art disposal systems that extract and recycle water from the slurry of dining room garbage. These new disposal systems are estimated to save 2.76 million gallons per year. This paper reviews the estimated savings, benefits and management issues related to these two water efficiency actions.
